Happy Go Lucky PH Claims Breach of Presidential Commission on Good Government
MANILA, Philippines — A threat actor operating under the name Happy Go Lucky PH has claimed responsibility for compromising the systems of the Presidential Commission on Good Government (PCGG), alleging that approximately 8GB of data, including internal documents, employee information, and Google Storage contents, were successfully exfiltrated.
The claims were published on November 5, 2026, through a social media post referencing the date's association with Guy Fawkes Day. In its statement, the threat actor claimed that its initial intrusion involved a Department of Information and Communications Technology (DICT) staging server, allegedly hosted under the domain, where it claimed to have obtained credentials and backups.
According to the post, the attackers subsequently shifted their attention to the PCGG, claiming to have compromised the agency's infrastructure before its administrators detected the intrusion. The threat actor further alleged that the agency attempted to migrate its server after detecting suspicious activity, but claimed the migration occurred after data had already been extracted.
As supporting material, Happy Go Lucky PH published a screenshot showing what appears to be a directory labeled PCGG, containing four folders: "doc_files", "docx_files", "jpg_files", and "pdf_files".
The displayed directory lists 3 DOC files, 27 DOCX files, 4,651 JPG files, and 1,905 PDF files. While the screenshot provides an indication of the alleged dataset's organization and volume, it does not independently establish the authenticity, origin, sensitivity, or successful exfiltration of the files.
The threat actor also encouraged the public to examine the purportedly leaked documents, claiming that the files contain information concerning government transactions and receipts.
