Threat Actors Leak DOST Region 10 Employee Database; Sensitive Personal Data Exposed

An alleged data breach has targeted the Department of Science and Technology (DOST) Region 10, exposing what appears to be sensitive employee information including full names, addresses, contact details, and government-issued ID numbers.
The incident came to light after a post on Facebook under the alias “Maxxxine” called out DOST Philippines to “fix” its systems. The message criticized the agency for failing to secure its databases and warned that “lapses like these cannot be brushed aside or left hanging in silence.”

The leaked SQL file, labeled as tblemppersonal, contains detailed records of employees under DOST Region 10. Among the visible fields in the database include:
• Employee ID, first name, middle name, surname, and civil status
• Home and permanent addresses (barangay, city, province, ZIP code)
• Contact numbers and email addresses
• Spouse, parent, and family background information
• Employment and administrative details such as educational background and work particulars
• Government-issued identifiers including GSIS, PhilHealth, SSS, Pag-IBIG, and account numbers.
As of press time, DOST Region 10 has not released an official statement regarding the alleged breach.
This incident adds to the growing list of government-related cyber incidents in recent months, with threat actors increasingly targeting local government and educational institutions. Experts attribute the rise in these breaches to outdated systems, poor patch management, and lack of centralized cybersecurity oversight.
Cyber advocates have urged government agencies to strengthen digital infrastructure and improve incident response mechanisms, stressing that “the trust of the people is not just data on a screen—it’s accountability in action.”
