Alleged eGov PH Complainants Database Leak Surfaces Online

An alleged data breach has surfaced online involving the eGov PH platform of the Department of Information and Communications Technology (DICT), with claims that more than 30,000 complainant records were exposed. Screenshots posted on an underground forum show what appears to be a database of citizen reports submitted through the eGov system. The leaked data includes complaint messages, case details, and status updates. Personal identifiers were also visible in the samples shared by the threat actor, although the authenticity and full scope of the breach remain unverified. The actor, using the name “Dedsec_Manila,” claimed responsibility for the incident, saying the alleged breach was carried out through the eGov API. In their post, they accused government officials of corruption and said the attack was intended as a political statement in solidarity with the ongoing protests across the country. “I obtained more than 30,000 complainants from eGov by leaking the eGov API,” the post read. “My cyber attack on eGov is to display a message about the government. We just want to join the people’s fight here in the Philippines — to eradicate corruption.” The alleged breach comes at a time when public demonstrations are intensifying, with citizens calling for greater accountability, transparency, and action against corruption in government institutions. The timing of the leak appears calculated to amplify the message of the protests. As of now, no official statement has been issued by the DICT or the eGov PH regarding the alleged incident.
