Alleged DPWH Data Breach Exposes ₱306 Million “Ghost Flood Control Projects” in Negros
The Department of Public Works and Highways (DPWH) has allegedly fallen victim to a data breach, with files reportedly leaked on an underground forum. The attack was claimed by a threat actor using the handle KANLAON, who accused the agency of corruption linked to non-existent infrastructure projects in Negros.
In the said forum post, the threat actor called out DPWH over alleged ghost flood control projects worth ₱306 million. According to the statement, the projects, meant to protect communities from flooding were never constructed. Contractors were reportedly listed from faraway provinces, while signatures of local engineers and officials were allegedly forged to validate the transactions.

The post denounced the supposed anomalies as a “betrayal,” saying public funds intended to safeguard lives were wasted. “Our rivers remain unprotected, our barangays vulnerable, while someone inside the DPWH pretends work was done and pockets millions,” the message read.
According to the threat actor, the leaked files included passwords, email addresses, physical addresses, and database records, along with road and bridge infrastructure information from DPWH’s systems. The data set was described as containing more than 231,000 lines of records and over 32,000 API lines. Screenshots attached to the dump showed details such as road lengths, bridge counts, and regional infrastructure maps from DPWH’s Road and Bridge Information Application.
Unlike breaches typically aimed at financial gain, this incident was presented as a form of protest against alleged corruption. The threat actor demanded accountability from DPWH and its contractors, warning that they “will not stay silent while public money is stolen and safety ignored.”
The post also credited the DeathNote Hackers (DNH) Group, which has been tied to a string of cyberattacks targeting Philippine government infrastructure over the past year.
